Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Extensive street flooding and flooding of creeks and rivers are possible. * ADDITIONAL DETAILS. - Ongoing slow moving thunderstorms have already led to flooding across parts of the watch area. From midnight EDT tonight through Friday evening. * IMPACTS. Through Friday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS. - Deep moisture across eastern Virginia and northeast North Carolina combined with a stalled frontal boundary will lead to the potential for heavy rainfall through tomorrow evening across Hampton Roads and parts of northeast North Carolina.
