* WHAT. Flooding caused by excessive rainfall is possible. * WHERE. Portions of northeast North Carolina, including the following areas, Bertie, Camden, Chowan, Eastern Currituck, Gates, Hertford, Pasquotank, Perquimans and Western Currituck and southeast Virginia, including the following areas, Chesapeake, Norfolk/Portsmouth, Suffolk and Virginia Beach. * WHEN. Through this evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS. - Deep moisture across southeast Virginia and northeast North Carolina will combine with a slow moving cold front today into tonight, leading to heavy rainfall across the region. Rainfall rates of 2 to 4 inches per hour are likely, especially this afternoon into this evening.
