James River from James River Bridge to Hampton Roads Bridge-Tunnel. * Until 230 PM EDT. * At 146 PM EDT, a strong thunderstorm was located near Willoughby Bay. The strong thunderstorm was nearly stationary. Outflow winds from this storm could result in gusts to 40 knots. HAZARD. Wind gusts to 40 knots. SOURCE. Radar. IMPACT. Small craft could be damaged in briefly higher winds and suddenly higher waves. * Locations impacted include. The Northwestern City of Virginia Beach in southeastern Virginia. * Until 445 PM EDT. * At 149 PM EDT, Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 0.5 and 1 inch of rain has fallen. The expected rainfall rate is 1 to 1.5 inches in 30 minutes. Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Flash flooding is ongoing or expected to begin shortly. HAZARD. Flash flooding caused by thunderstorms. SOURCE. Radar. IMPACT.
