Portions of east central and southeast Virginia, including the following areas, in east central Virginia, Charles City and New Kent. In southeast Virginia, Chesapeake, Hampton/Poquoson, Isle of Wight, James City, Newport News, Norfolk/Portsmouth, Southampton, Suffolk, Surry, Virginia Beach and York. * WHEN. From Wednesday evening through Friday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS. - Tropical Storm Debby will slowly track from the Carolinas through Virginia from Wednesday through Friday night. Several rounds of heavy rainfall will result in widespread totals of 3 to 5 inches with locally higher amounts possible.
