For the Frost Advisory, temperatures as low as 32 will result in frost formation. * WHERE. Waterville, Spokane Valley, Ephrata, Mansfield, Wilbur, Cheney, Davenport, Rockford, Fairfield, Othello, Quincy, Badger Mountain Road, Odessa, Moses Lake, Ritzville, Downtown Spokane, Harrington, Airway Heights, Creston, Grand Coulee, and Coulee City. * WHEN. For the Blowing Dust Advisory, from 9 AM this morning to 7 PM PDT this evening. For the Frost Advisory, from 1 AM to 8 AM PDT Monday. * IMPACTS.
