Through this evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS. - Deep moisture across eastern Virginia and northeast North Carolina combined with a stalled cold front will lead to the potential for heavy rainfall today into this evening across Hampton Roads and parts of northeast North Carolina. Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS. - At 927 AM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Up to 2 inches of rain have fallen. - Additional rainfall amounts of 1 to 2 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include.
